volksvertegenwoordiger Jan Mortelmans (V.B.) stelt verkeerde vragen

Federaal volksvertegenwoordiger Jan Mortelmans stelde op 16 januari vragen aan de minister van Maatschappelijke Integratie, Pensioenen en Grote Steden (Marie Arena), vragen over de isolatie en het verbruik van de gebouwen van haar departementen. Het belangrijkste gebouw onder haar bevoegdheid is de Zuidertoren, het hoogste gebouw van België.

Hij stelt concrete vragen over het verbruik (stookolie, aardgas en elektriciteit) voor de verwarming en de isolatie van de gebouwen (glas, dak, muren). Enerzijds is het antwoord ontluisterend. Geen enkel gebouw beschikt over dakisolatie of superisolerend glas. Maar 1 enkel gebouw heeft muurisolatie.  Bovendien wordt er nergens gebruikt gemaakt van hernieuwbare energie of efficiënte warmtekrachtkoppeling. Dit is pijnlijk voor de overheid die toch een voortrekkersrol dient te spelen in energie-efficiëntie. Anderzijds is het opmerkelijk dat de minister een te positief beeld schept van het jaarlijkse verbruik. Dit is echter niet omdat ze fout antwoordt, maar omdat de verkeerde vragen werden gesteld.

De meeste kantoorgebouwen hebben namelijk een enorme vraag naar energieverslindende koeling. De vraag is zo groot dat de Zuidertoren  zelfs in wintermaanden gekoeld moet worden! Dit elektriciteitsverbruik werd niet opgenomen in haar antwoord, toch ligt dit verbruik vele keren hoger dan de verwarmingsbehoefte. Ook over het gewone  elektriciteitsverbruik wordt niets gevraagd.

Het verwarmingsverbruik voor de 14 gebouwen van het departement:

 ~ 2 miljoen kWh  (of 200 000 m³) aardgas waarvan 250 000 kWh voor de Zuidertoren (enkel keukens)

> 9 miljoen kWh (of 1 miljoen liter) stookolie waarvan 6,6 miljoen kWh voor de Zuidertoren

One hundred months

Scientists calculate that 100 months from 1 August 2008, atmospheric concentrations of greenhouse gases will begin to exceed a point whereby it is no longer likely we will be able to avert potentially irreversible climate change. Once this concentration is exceeded, it becomes more and more likely that we will overshoot a 2º C level of warming. This is the maximum acceptable level of temperature rise agreed by the European Union and others as necessary to retain reasonable confidence of preventing uncontrollable and ultimately catastrophic warming. This campaign was launched 6 months ago, so we only have 94 months left.

Offshore wind projects and the financial crisis

On november 15th, C-power announced that their financial agreement with Dexia became problematic, due to the beginning of the financial crisis. At the time, Dexia promised they would help C-power search for new financial partners to guarantee the future of the offshore wind project on the Thornton bank.

Three months later, Belwind (the Evelop project developper for the wind project on the Bligh bank), faces the same problem as did C-power: the financial agreement with Dexia and Rabobank is no longer safe. Belwind announced a delay of a few months to look for new investors for their 600 million – 110 turbines – project.

Eldepasco, the third project developper for the North Sea wind projects, said they are still working on a building and environmental permit and they will start searching for financial support somewhere in september. Let’s hope the financial thunderclouds have passed away by then, or the Belgian agreement to the renewable energy goals of the EU could be seriously compromised.

As long as we have a plan.. any plan..

After having read the Pickens Plan for the energy future in America, I found (yet) another energy-plan for the US: the Pottle Plan. I wouldn’t bother browsing the slow website, just skip to the pdf-presentation for the details.

Quick reminder, Mr. Pickens said 3 things:
1) Reduce oil imports by 33% in the next 10 years
2) Shift the electrical power production from natural gas plants to wind farms (approx. 20%)
3) Use compressed natural gas (CNG) instead of oil (“coming from countries that don’t even like us”) to fuel the majority of cars and trucks

Even without discussing his hidden agenda, the plan is – to say the least – bold and slightly over the top. However: nothing ever changes if no-one makes a move, and reviewing his career in the oil industry, you can’t claim Mr. Pickens doesn’t know how to make a daring plan work.

Unfortunately, a new player is trying to take out the Pickens Plan: meet the Pottle plan. I haven’t had the time to read his proposition entirely, but here are some first remarks while scanning the presentation:
1) “We have a strong domestic oil and gas industry that should be grown through new drilling, technology, etc.” (drilling is the solution to every problem?)
2) “ANWR and offshore both coasts must be explored for oil and gas” (ANWR is the Arctic National Wildlife Refuge)
3) “Construct and operate large scale coal to liquids plant to prove technology” (so wind turbines are too expensive, although the technology is proven, but coal to liquid fuel will give them a run for their money)
4) “Fund Pilot testing of Oil Shale technologies” (the environmental impact of non-conventional oil extraction from tar sands or oil shale is sky-high)

I could go on for hours talking about why I disagree with the Pottle Plan, but I’m looking forward to your reactions on this proposal!

Groenbouwen dient klacht in tegen “Voor of tegen kernenergie”

Ook groenbouwen.wordpress.com diende klacht in bij JEP tegen de reclamecampagne van het nucleaire forum.

De bewuste reclamecampagne is alomtegenwoordig in het straatbeeld en de media en vraagt “Bent u voor kernenergie?” en “Bent u tegen kernenergie?”. Door deze campagne wordt een neutrale en objectieve houding verondersteld tov. de moeilijke maatschappelijke discussie rond kernenergie. Lage productiekosten en een iets lagere CO2-uitstoot staan in contrast met grote problemen voor de opslag van het afval en het gevaar op ongevallen en aanslagen.

Maar het nucleaire forum wil géén objectieve discussie over kernenergie, maar mensen overtuigen van de toekomst van kernenergie. Kernenergie is groen, kernenergie is veilig en kernafval is geen probleem. Stuk voor stuk stellingen die vals zijn of op zijn minst twijfelachtig. De (zeer dure) campagne die beweert neutraal te zijn, misleidt bewust mensen. Dien dus ook zelf klacht in tegen deze campagne op deze website indien u zich om de tuin geleid voelt.

Second generation of wave power production

A recent press release from Pelamis Wave Power, the company behind the famous red “sea snakes”, announced an E.ON-order for the next generation of Pelamis Wave Energy Converter (the P-2).

The new machine will be 180m and it will be the first test for the P-2 model. It is the first time that a major utility company turns to a wave energy convertor for installation in the UK.

Knowing my friend Matthias prefers a life cycle analysis to rate new materials or technologies, I quote the following results:

Initial life cycle analyses that have been carried out for Pelamis, taking into consideration energy usage in manufacture of the machine and its components as well as energy usage through its operational and decommissioning phase, indicates that a Pelamis machine operating in a good wave resource (40kW/m annual average wave energy level) will have an energy payback period of less than 20 months with a life cycle emission of approximately 25g/kWhr. Under these conditions a Pelamis machine will offset the production of approximately 2,000 tonnes of CO2 from a conventional combined cycle gas power station each year.

Update: while reading some additional information, I found the website of another Scottish company building a slightly different wave energy convertor: the Wave Treader. The machine is mounted on the foundation of an off-shore wind turbine, thus combining two different technologies in order to reduce installation costs for both. The company is currently builiding the first prototype and expects the technology to be commercial in 2011.

Decreasing subsidies for PV-cells

The Flemish government decided to cut back the subsidies on PV-cells, starting from 2010. This is because of the lower costs of installation for PV-cells. The article can be read here.

Good news, is that the government decided to withhold the subsidy when your roof isn’t insulated. Clearly, an installation of PV-cells on an uninsulated roof is rather absurd. Generating electricity on an ecological way while blowing out the energy by the loss of heat is a real contradiction.

The state of the art on green energy. Nowadays 5,25% of the total energy use is green. The Flemish government aspires a contribution of 13% from solar, wind, water and biomass energy. Go Hilde Crevits!
